Hi All,
I am from India and I am doing my MS in Mechanical Engineering in TEXAS USA. I started it in Jan 2009(Spring).
1. Can anybody please let me know, whether I need to take IELTS exam for applying for PR to Canada under skilled worker category or can I be exempted showing my TOEFL socre(101) or any other documentary proof.
2. What is the implication if I say no in Question 6 of the Schedule 3 form- Economic classes-Federal Skilled Worker and send the form to Immigration Office and meanwhile take the test while my application is processed?

You can send your initial application without the test score, however, you will be expected to show proof of English when you submit your full application to local visa office.
If English is not your mother tongue then it is a
must
that you do the IELTS test or else you will be leaving your application vulnerable.

Thanks for your quick response,
I have another doubt. I need police certificate from India too since I belong to Punjab. How to get that certificate from India. Can my parents do it for me? If yes do you have any standard format that is accepted by immigration office? Or can i do it in USA too through Indian consulate, which is easier and faster?
