Expert advice needed for Peruvian TRV and Spousal Sponsorship

My Peruvian fiancé and I met in 2009 working together onboard a cruise ship. He continues to work on a contract basis 6 months on and 2 months off. **** Provided he can get a Visitor`s Visa, We plan to get married in Canada this summer. He recently applied for a Multiple Entrance Visa to begin Sept 2012 (with a special letter and reasoning to show he was going to be working until August and wanted to start off his vacation right away). He showed Flights and his upcoming ship contract showing he was going to start Feb. He had bank records to show how much he makes on the ship or had his last contract... however.. his account was nearly depleted now. He stated he would have $8000 to bring for his travel to Canada. The Multiple Entrance Visa was denied because he could not show that he had that money in his account as of yet.
•What is considered the correct amount of money to bring for a 2- 3 week vacation when no accommodation is necessary?
•Does too much money look like you might try to stay?
These are our thoughts:
Buy a 2-3 week plane ticket and submit receipt of travel insurance.
Apply again for MEV at the beginning of August 2012 (best choice so he can still work and come back on a valid visa while we await PR).
•One concern - I am worried at the strength of his MEV application as he plans to extend his vacation time from the ship and may not have proof of his next contract as of August. Will that be a huge hindrance?
On the positive – Post MEV denial He has legally inherited 5% of a relatives business. Good to show equity and economic ties to Peru? Or leave it out of the application.
If he is denied he will apply again for a single entrance visa.
After that we would hopefully fly back to Canada Aug 22-23ish.
Get married within the 2-3 weeks, apply to extend his visa and start the sponsorship process.
IF denied on both visas - We would get married in Lima.
•Are there setbacks to doing it this way?
I would come back to Canada and apply outland... or inland if we`d rather just be together....
Currently for Lima... Outland is 74days plus 13 months .. Inland is 22 months
