What if it's there no contact details of the signing person (asuming that no Business card was sent), but just general info on the header. Would that be a reason of NER? Or when it's checked by the VO, they could ask for the direct contact details?

It certainly wouldn't be an automatic NER.

If CIO are convinced that the duties are descriptions are adequate for the 1 year's continuous employment in one or more of the 29 NOCs, and also to meet any points matrix requirements, they will leave authenticating the work experience documents to the visa office.

In my opinion if the visa officer at the visa officer decides that they wish to verify employment, and no direct telephone number or business card is included, then they will just telephone the main switchboard of the company and ask for the person.

If they are not able to get through at all, then they will just have to make a decision based on the information they have. If they remain unconvinced at this stage it could be a reason to faily the application, so it is certainly a very GOOD idea to ensure you include full contact information, in case the visa officer wants to perform employment verification. If a manager leaves or the contact details change, after the application has been sent, then it is a good idea to update the visa office with fresh contact details etc.
