Can someone please tell me if an out of status teacher can immigrate to Canada?
Can the teachers experience will be valid for the immigration application?

If the experience cannot be taken into consideration then will the application succeed?

If you don't have at least 1 years experience on the list of "29" then you realize that you don't qualify for FSW1 http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp#list  To Qualify for FSW2 you would have had to work or have studied in Canada.  Your lack status is not a factor if you qualify, but you must have been admitted for 1 year, to apply outside your usual country of residence.
