sending an Inquiry to VO will most likely to return with a reply like this:

Dear Sir / Madam,

This is in response to your recent enquiry to the Immigration Section of the Canadian High Commission in New Delhi.

They will surely clear the backlog now.

As said by Minister Kenney in the recent press release, 2010 June ===> 2011 June brought then some 13,000 applications . so this time it would be like 7000-9000 applicants, and they'd soon be able to finalize these files and work on the backlog. or as wq said, they might have already started working on clearing the pre 2008 cases.
