schedule 3 economic classes ask to fill the funds available.. confused about the conversion rate from indian Rs to CAD.. IT Keep changing.. which one should i put on the application...

exchange rate on the date of appliation filed which will be next week  or
exchange rate on the bank letter which issued two weeks ago... (10.03.2011)

These two rates are slighly different. Do I have to mention that in cover letter?
Thanks.
