Exact time of eligibility points calculation and work experience

Dear people there is some confusion as not explained in the application guide

1. The exact time of eligiility points calculation:
     
    a. At the time of initial application to CIO (pre-june 25 applicants)
    b. At the time of 2nd AOR
    c. At the time when the e-cas shoes in-process

2. How they add your points for work experience

    a. Does it have to be in the same NOC you are applying
                                  OR
    b. This can be in different NOC's but one year is mandatory in the NOC under you are applying

Please I need an expert opinion because a lot of people are worried about the rejection of their cases unless they get their medicals, please reply and will appreciate because a lot of people are waiting for these answers. Thank you
