Has anybody have any experience about "Removing Condition Letter (or Acknowledgment letter) from CIC?
I have a friend who has come to Canada as an Entrepreneur. He has sent his company's documents on 2006, but has not received anything (regarding his removing his condition). He even applied for his new PR Card and he received it last year. (2010)
He has applied for his Citizenship last year. Recently he has received a letter about "not removing his condition" from CIC.
He has panicked and looking for an action.
Any experience?HuhHuh

i think you have to do the conditions the business

You mentioned that he filed papers to remove his condition since 2006, but you did not confirm if his business met the definitions outlined by CIC to have his condition removed i.e. annual turnover, creating at least one full time incrimental job etc. 

It could be that he has not met the requirements as required by CIC and this is the reason that they have not removed his conditions.

The conditions have to be removed first before they will process the citizen application. That's why CIC has put a hold on his citizenship application.
