I have an associate that is currently on a two year probation for a crime commited in the USA.
Is there any circumstances that he would be able to enter the country for a one week stay ?
I can give additional information if needed.

It is quite likely that he is inadmissible since he is still on probation, although it depends on the offence.  So he would have to apply for rehabilitiation to enter Canada as a visitor.  See: http://www.cic.gc.ca/english/applications/rehabil.html
