Hi TMSB, It is safe to take IELTS test to prove your English ability. If you send some writings to prove your English, th visa officer may not accept it, you can see some previous threads in this regard. Thanks

Ya, i haven't heard of any specific format for the cover letter, if u have publications and stuff, than u can attach them as well, if u r confident about your skills than got for IELTS as if u claim points for ur language ability, u got to prove that by appearing for IELTS coz sometimes letters can't be proof as anyone can write letters and they V.Officer wouldn't know who has written the letter.
