English exam for students/job prospects

We got PR visas and plan to migrate to Canada soon. Can any one clarify if my son, who has studied troughout in English medium since KG, would need to pass IELTS or TOEFL to get admission in Higher Secondary school in Canada?

I would like to know about job prospects in the field of Construction Quality Control/ Material testing as I am having 20 years experience as Professional Civil Engineer in that field. Are there Material Testing Labs in Canada and can some one get me their websites?
