My former employer will provide only the title, salary and length of employment and the name and number of person signing the letter. Can't include duties and responsibilities. Please help. Thanks

Try to get him to include your salary.
Send a supporting letter to the immigration officer explaining your employers policy on employment reference letters. Im sure he will have seen this situation many times and be very understandable with you.

In worst case, you may just want to get duties from someone who worked with you.  In my company we have the same rule. I got a brief letter from HR listing my title, duration, title etc. My manager agreed to sign and list my job duties on a plain paper. I am hoping that this will work.
