employment letter

hi!i've been here in Canada for a year now as a contract worker i'm planning to find another job and resign later on from my current employer. i just want to ask if my employer will issue an employment letter for me even though i did not finish my contract? In addition,does she has the power to refuse in giving an employment letter for me?
