can an previous employee be sent back to their home country if they disrupt the previous employer's business?

they are no longer working for the employer.

or what steps must i take to prevent my previous employee from causing disruption?

is there a government contact i can call and explain my situation because i'm not at fault.

Depends on what they are doing.  If they are showing up on your premises and refusing to leave, you should contact the police.  If they are doing something else that the police can not deal with, you can still take them to court.  I don't believe you can have them deported though.  They have the right to stay until their work permit ends and look for another job.
