can i ask, if you are qualified to MPNP it is posible to refuse you for getting visa at canada embassy manila?

yes, it is possible. Getting MPNP nomination is a provincial decision. Getting a Visa is a federal discretion.

You can denied for Medical exam failure,Criminal check failure and Fraud aside from those reasons you cannot be denied and correction Under the Constitution act of 1867 or the Canadian Constitution Article 95 states"In each province,The legislature may make laws in relation to that province and shall have effect in and for the province as long and as far only as it is not repugnant to any act of the parliament of Canada,Thats the Canadian Constitution Immigration is a Federal AND Provincial concern
