Email Response from CIC

I got an email response from the CIC center for my sister's application(I am her representative):

"Your application is in the inventory pending officer's review. We appreciate your patience and we will contact you in due course"

does it mean that they are not reveiwing the application yet or they are reveiwing it? I am so confuse and I don't have much patience after waiting for 4.5 years without any news. Angry
