Eligibility to apply for PR

Hi,

I have 1 year of Canadian work experience. I did not study in Canada, however I have 4 years of IT experience out side Canada. Can I apply for PR?

as FSW.... IT job related is not included in 29 eligible occupations since June 26 2010.
