Greetings!

1. I filed my FSW application (I have received a file number) then my wife received a job offer from Canada with a Temporary Work Permit Visa. Will this affect our FSW application? Should we inform the employer of this? Would this expedite our application?

2. How does one know if an employer has legal basis to hire expatriates and provide a legal working permit?

No, it doesn't effect your application, since you are the principal  applicant, not your wife.  The employer would have to have an approved LMO from HRSDC for most jobs, and would sent it to the applicant, who then applies for a work permit.
