From what I've read if you can qualify for a temporary work visa then no. You need 2 years work experience in one of the fields the want whilst you are in Canada but if you graduate from a Canadian Post Secondary institute then you only need one and it can be in any field that's Managerial or Skill level A or B. Look up the NOC codes to see what jobs qualify under those. I don't know much about getting a work visa for Canada though unless you graduate from one of their Universities.

We do not know the specifics of your situation, but CEC does NOT require a certain level of education.  However, it does require 2 years of Canadian work experience in a SKILLED occupation (NOC Level O, A or B).

There are a number of occupations classified as "skilled" that do not require college/university diplomas.

So, the short answer - yes, it is POSSIBLE for someone with a high school education to qualify for CEC.
