Education Question

I'm planning to register my paperwork to Quebec. Skilled worker.

a few questions...

1. If I apply to Quebec, do I need to apply to Canada as well?
2. They ask for a list of documents including Education diplomas. If I am schedule to graduate this fall, what should I put down.
3. I am in the United States, Roughly how long should all of the process take, from start date, to interview to completion, like I said just something Rough.
