education points calculation

I have done M.Sc Physics --- Master degree after 16 years education. Then after some years I did MIT from virtual university ---- over distant online Master degree of 2 years .  So I have two master degrees with a cumulative study of 18 years.
How much points I will get? 22 points or 25 points

22 points  (Completed at least 15 years of full-time or full-time equivalent studies and obtained two or more university degrees at the bachelor's level.)  or
25 points (Completed at least 17 years of full-time education or full-time equivalent studies and obtained a master's or Ph.D.)

I am overjoyed by your reply because now I need 25 points for education to qualify because I got 12 points in IELTS in stead of 14 points.

I have done both master degrees from Pakistan. Some people say that they considers master degree of 16  years as bachelors only. Will this one pose any threat to get 25 points.
