Sometimes.  (Not a great answer) but here is a Federal Court ruling.  http://decisions.fct-cf.gc.ca/en/2011/2011fc401/2011fc401.html

If the distance learning course is recognized by a University authorized by government and if the course is required to attend minimum 15 hours of class attendance per week then, CIC would consider it.

For e.g., IGNOU and MAHE in INDIA, University of Southern-ton in Singapore etc.

Following is a question about distance education and an answer to it ,I think it will be helpful to you

What does Full time education mean? I attended a college and completed my 3 yrs bachelors degree, however my 3 years MBA Program is offered for working people and it is through distance education. So do i consider myself having only 15 yrs of fullt time education or 18 years?(with 12yrs schooling)

“Full-time” is defined as requiring at least 15 hours of instruction per week during the academic year, including any period of training in the workplace that forms part of the course
of instruction.

A distance learning credential is eligible for points as long as the program and academic institution are properly accredited by the local or state authorities.

You should get full-marks (25 points) for education based on the information you supplied.

Kanamen,

Thank you for your reply. however, it seems that this post is for federal skilled worker while i am applying for Quebec Skilled worker.
do they consider the same concept of "Full Time" in federal and Quebec skilled worker programs?

Thanks,
