I have a friend who has been living in Canada for a few years (maybe about 2 or 3). They are a US citizen and their home is just across the border.

They have been driving a car with US plates all this time. IS is insured in the US as well.

When I moved between provinces I was told I have 1 month to change plates.

Is this ok?

Nope, one day they will be caught and CBSA may seize the car, or they have an accident in Canada and the American insurer doesn't cover it, so they are on the hook for the bill.
