dr.hasib please help me regading IELTS

respected  dr.hasib,
i might be applying for the IELTS this September.i took a placement test today(to determine my competence level) at the British council and got upper intermediate 3 + level  score,can  you please explain me what exactly it means.Moreover i am unable to decide the date for which i should appear because i really can't estimate how much time should i give in for preparation.Also i will be grateful to you if u can help me out in preparing for the exam by sending me the link.my email id is johney_9  @  yahoo.co.in OR manushib  @  gmail.com.also please let me know the books that i should go through for preparation for all four sections(listening,speaking,reading and writing)

Ielts Test as you probbably know is a good system which prove level of acknowledgments for eveybody in English and if you need more score its depend in your ablibty you must spend your time on english
