I will try to answer your question. This is what is my understanding.
I think you are confusing between two different checklist, VO and CIO.
As per the new rules post 26th June 2010, FSW applicant has to send all documents (including IELTS result also) mentioned in both the checklist except PCC in their initial application to CIO.
You need to arrange documents in the sequence as follows: first follow sequence of CIO and then VO.
If they accepts your case, then your file will be transferred to VO. Only then you need to submit PCC.
Pls note Only PCC is not to be sent with the initial application. Rest all docs mentioned in CIO and VO checklist is to be sent with the initial application.

I think I asked the same question before also but I didn't get the proper answer for my question, I am confused and can anyone please help me.
I am preparing for the upcoming NOC and I got one confusion while I was preparing the documents. As everyone knows, we need to prepare the documents for CIO as well as for Visa office. My doubt is coming in this stage, some documents are requesting in both check list, for e.g the IELTS certificate, how we can attach the IELTS certificate in both application as per the checklist. This is not only for IELTS certificate but also other application are also requesting in both CIO and Visa office. I am totally confused and I don't know what to do. should I keep one set photo copy either in CIO or in Visa office. Can anyone give the advice on this subject please.
