Dominican Republic to Canada or Vice Versa

I am new here & am glad to have found such a forum.  I just happened upon the site.  That being said, here is my question & reason for joining:

I'm interested in any information about the necessary & proper steps to either move from Canada to the DR or have someone move from the DR to Canada.  Timeline, cost, resources as to where to go, what forms are required, how to go about doing it & legal aspects.  ANY information would be appreciated.  At this time it's just a thought... a desire.
