I'm sponsoring my US citizen husband and both of us are in the US.  On the application it says to get a criminal background check from all places you lived for consecutive 6 months since you were 18 years old.  A decade ago, my husband stayed in Canada with me for about 7 months.  Does he need to get one from Canada too?

No.  It's "every country...EXCEPT Canada." If an RCMP check is required, the visa office will request it themselves.
