This is my question, My spouse is an RN and she worked 9 months last year under OPT after her associate degree and decided to go back to school to get a Bachelor. she will be graduating this December and we wonder if the OPT counts as exp.?

Since Quebec only requires 6 months experience and RN is the priority stream, we want her to be the PA.
Thanks!

Yes.

OPT is a visa status , it has nothing to do with number of years of work experience. So if she has worked then go ahead and enter that as work experience.
