I've got news that my husband has received PR. If we fly from China to Canada it seems many flights fly via the US. Will my Thai husband need a US transit visa for a 4-6 hour layover in an American airport?

Yes.

100%

I am a travel agent and have been for many years. Trust me when I say he definitely needs one. I would say, forget the US and just have him fly direct to Canada. Depending on what city you live in, there are many direct flights to Toronto and Vancouver from many cities in China. You will avoid a lot of hassle.
