I heard it from a guy at library - who is applying for citizenship
does anyone know if being on EI , welfare or disability  in past 3 years or while applying has any effect on application for citizenship ?:?

It shouldn't.  There is no criteria for that in the manuals.  Just that you meet the residency requirements and background checks.  Some immigration and citizenship applications just take longer.  My own took 2.5 yrs. when most in my area were taking a year.  I was never asked for additional documents or given any reason why.  I never asked why either because if you are in Canada, as a PR, you have almost all the same rights as a citizen so I was not in any hurry to get it.

There are rumours going around about all kinds of things.  I do not know how they get started.

I know that some countries have a time limited PR where they will not renew if you are on any kind of benefits and some countries will not give you citizenship if you are on benefits.  I have never heard of any such rules in Canada.

Of course I don't know the immigration law of all countries but I know for example that if you are an EU citizen and go to another EU country to work, they will usually give you a 5 year residency permit to start with.  After the 5 years, you can get an unlimited one.  If you are at that point on benefits, they can refuse to renew and tell you to go home.

I know that Germany will not give you citizenship if you are on benefits when you apply and they also do not allow dual in most cases.
