Does anyone know what is the next step with my work permit application?

Hi, I posted a topic several months ago about the Buffalo office and when they closed my file by mistake. The last thing that they wanted from me again was a new updated job offer letter and they said that they will send me my work permits. I sent it to them twice by priority mail with a confirmation and they said that they did not receive it. They asked me to fax it to them and I did. They finally responded to an e-mail after receiving it saying that my file was under final review and I will receive correspondence from them in 2-4 weeks. My question is: What consists of a final review? and Will they just issue me the work permits this time or deny me or will they find something else for me to send to them? Any answers will help.
