Does AEO have to go with HRSDC?

when you get AEO from an employer for the PNP does it have to go to HRSDC? or just directly to the employer and submitted to the PNP office?

The AEO is applied for by the employer at HRSDC, it is sent from HRSDC to the employer who will send it to the employee, who will send it to the PNP to use for PNP nomination or to CIC if applying for FSW.
