Does 4141 Secondary School Teachers fall into FAST TRACK category?

Hey everyone,
Somebody asked me if their occupation Secondary School Teacher(ESL Teacher) fall into FAST TRACK classification?
If not, should he(applicant) expect his immigration application not to be processed before 3-4 years since he comes from Pakistan?
A quick response will be appreciated,

4141 doesn't fall into the list but his duties may fit other codes, this i am not sure.
nowadays the processing time is less than 3 to 4 years for new applications.
It doesn't matter whether he comes from Paksitan or elsewhere, it is the same rules.

bro,
1. check the cic website. only the 38 list applicants r permitted under FSW.
2. or AEO cases.
3. other way around is CEC (if applicable) or PNP cat.
4. since feb 2008, it takes anything between 6-18 months to complete the process.
5. 'rhari' is right, it makes no diff which nationality u r.
