Does 2nd Career count as provincial allowance ?

I have already sponsored my parents. I checked the financial evaluation form and found that CIC will penalize you for:


** Amount of provincial allowance received for instruction or training



I had enrolled for 2nd Career last year. Does it penalize me here in IMM 1283E
