Documents to be sent and Background check

Hello All,
At what stage of the application does an applicant needs to send all the documents to (am in Canada) Buffalo?
What do they check during Background check? Criminal record is something I know about, but someone said that they do check one's credit history...is that true? Thanks in advance.

1. Assuming you applied as a skilled worker, if the application is approved by Sydney for processing, you will receive a "120 day" letter from Buffalo with the list of the documents to submit.
2. Background checks are two types, one security is done by CSIS to see if you are associated to any terrorist organizations, or involved in any military or police actions. The second is to determine if your claims of employment and schooling check out, done by CHC/CIC. They don't do a credit check.
