Could you please let me know whether IELTS and FBI report needs to submit intially while sending the application Canada Immigration. Also do we need to submit the original degree certificates to them ? If we submit they will return the certificates to us again ?

No, you will just submit those documents when CIO Nova Scotia asks you to submit full application to a visa office

The checklist for supporting documents is different with the initial application to CIO-Sydney, and with the full application to the local visa office.  Be sure to follow the correct checklist. 

do not submit your original degree certificate.  get a certified or notarized copy of the certificate made.  Police clearance certificates need to be original, most everything else can be a copy.
