Document Checklist - CIO - Requirement

Hello,
I am submitting my application tomorrow to CIO.
I am little unclear about "2-self-addressed mailing labels one in English or French and the Second in the official language of your country". What does this mean?
I am sending my documents thru FedEx, so does that mean I should include another packet which address's me?

"Thats a new one"

They want 2 labels included with the application, 1 in English and another in the official language of your country.  Why would send another Fedex package.
