doctors:which catagory to apply

dear all
 i am a doctor in pakistan.i have a question regarding under which catagory should i apply.whether
3112(general practitioner,family physician) or
3111(specialist physician) my qualification and experience is
..mbbs
..one year house job
..2 yrs in general medicine as resident trainee
..17 months in cardiology  as resident trainee
  all in teaching hospitals.
  still 15 months training left to become a specialist.
i have read some where in official site that resident trainees r also under specialist category
i asked this question elsewhere in this forum 2 persons said 3112 but i am not satisfied.please help me.i will be waiting.thanks
