Do you know Phone/Names other than call centre to file the claim?

We (family) have applied for new PR Cards instead of expired cards in March, 2009. My wife and child received their new cards in June 1st in Vancouver. I also received a letter inviting me to get my card .... in Toronto. I called the Sideny office and they admitted that it was a mistake and my new card was resent to Vancouver. During June-July-August I kept calling the Sidney office to find out what happened to my card, and every time I heard the same answer that my card has been resent to Vancouver. In August I was told that I would get it by September 4th for sure. It is September 8th already, and I hear the same story.... I am tired fighting with bureaucratic clerks. I would greatly appreciate if you could give me a phone number/name of a Manager other than Call centre clerks, where I can file my claim.
