Do we need to submit FBI background check for a short stay (3-4 months) in US to ND VO?

No you don't need to submit.
PCC is required only when u stay more than 6 months in a country.

Quote on EG7 page 20 of 43 under the heading Police certificates

These documents are to be provided for each country other than Canada, in which you have lived for six consecutive months or longer since reaching the age of 18.
