I went myself, then guard at gate number 2 said you have to send it by courier and not yourself. Either you be the courier guy and go but you have to carry a slip of courier as well. But I will not suggest you to do that

As far I know there don't take application in person and there is no point in doing so. Better send them by courier, even if you are very near to them.
