Just wondering if the new rules in effect today are remotely applied on all those pending old applications! For example if your job title doesn't appear among the "38" will this affect your pending case in some way? or is it purely a case of "old rules old applications"...."new rules new applications"?

It's purely a case of "old rules-old rules" and "new rules-new rules".  In some cases, the decrease of new applications has speeded up old applications or so I've heard.
