Am working as Software Developer in Canada since August 2007 with valid Work Permit. My experience in Canada falls under 2173/2174/2175 major groups as per NOC.

Have done bachelors in Computer Engineering from India.

As per CWE guideline it seems I don't fall in Skill Type 0, Skill Level A or B. Can anybody confirm it?

Your NOC's all fall under skill level A so you can apply under CEC.

PR=Permanent resident - TFW=temporary foreign worker
FSW=federal skilled worker - QSW=Quebec skilled worker
AEO=arranged employment offer - LMO=labour market opinion
CEC=Canadian experience class - PNP=provincial nominee program

Yes, given your info, you seem to qualify for CEC.
Apply as soon as possible. Don't wait for anything. Rules can be changed anytime.
