Will I be needing to pay 550$ twice for the two different programs if I choose to apply for both PNP and FSW in parallel ?

I read somewhere that once anyone of these reaches medical, then one need to withdraw the other one. For example, the PNP comes first then will I be getting refund from FSW withdrawl or will I be needing to pay for both in anycase and the money will be lost for the other ?
