I am just wondering do i need proof of fund when applying at the CIO-at Nova Scotia under skilled category?

Yes, read the visa office specific checklist.  http://www.cic.gc.ca/english/information/applications/skilled-mission.asp

Yes you do need to show the POF unless you have a job offer. Please check the link which PMM has given.
