Until June 2010 you could use substituted documents for proof of English language, but from June 2010 onwards IELTS is compulsory for all principal applicants in Federal Skiller Worker class.

My wife and I were both born in England and have lived here all our lives. My wife has a Bachelor's degree and a doctorate (PhD) both from English Universities and I also have a degree from an English University.

And my wife still had to spend the £108 on the IELTS test proving to Canadians that we English people can speak English!

So if we have to do it, so do you!

it was done to close the loop holes in the process...one standard procedure for all......the previous process meant there were variances in the subjective evlautions by different VOs in different offices across the world...which created bit of nuisance for them......so the smart thing was to make an objective testing system mandatory for all......

it's not all Speaking English... Reading comprehension, Writing correct grammar and spelling, Listening and understanding English language without difficulty. It's also about being fair to everybody else on having uniform requirement. Personally, It will be unfair to me if I'm required to submit English profiency test results and those English-speaking country (applicants) are not required anymore.
