My mother is the principal applicant. I read in the instruction guide that family members who are 18 years of age and older have to submit a police certificate but it also said that:

Note: If you or your family members were under 18 years of age (16 years of age in certain jurisdictions) for the entire time you lived in a particular country, you do not need to provide a police certificate for that country.

So?Huh We have always lived in the Philippines and me and my sibling have never been to Canada or left our country.

If you are 18 you have to submit a police certificate for the Philippines.
