I have completed my 3 year diploma course before doing my Bachelors.

Do I need to get transcripts for my Diploma course as well??

yes, i cant see why not. You would need transcript for any qualification you got points for, above your high school.

I am not an expert at Canadian Immigration.
Please don't expect me to answer if your post title has urgent in it and it is not really urgent. Urgent is 911 or you have a definite deadline tomorrow, not that you would like to send in the application soon

Yes, he should get it and in fact claim the 3 Year Diploma to be his Highest Education.
The reason being that he will get 22 points for a 3 year Diploma compared to the Bachelor's degree, which will earn him only 20 Points.
