Personally, I've never heard of a visa officer keeping a passport after the interview. Passports and visa pictures are usually sent in by mail after we recieve a letter instructing us to do so.

I've heard of it quite a lot. In general, yes, what people experience varies by visa office, immigration officer, and circumstance, of course. So asking for passports after an interview may not be common at certain visa offices BUT I have heard of many people who were approved immediately after their interviews and actually got their COPRs and landed the same day too. It's being told that you are refused immediately after an interview that I have never heard of and doubt an IO would want to do.

Ok everyone, I have great news this is what happened 5 days after the interview my husband got this:

Dear Mr.

This refers to your application for permanent residence in Canada under the family class category.

We are pleased to inform you that your file is now ready for visa issuance.  In this regard, you are requested to send us by courier only (such as DHL, TNT, Aramex, etc) the following documents:

(X)    Your original/valid passport to enable us to issue your immigrant visa.
(X)    2 recent photos for yourself.  Photo specifications attached.

Please note that your immigrant visa is valid until 19 April 2012.  You must arrive in Canada on or before the visa expiry date.
Your visa is valid only if all family members (spouse, common-law partner, dependent son or daughter), whether accompanying you or not, have been declared and examined. You must therefore inform us of any change in your marital status or in your family composition (marriage, common-law relationship, separation, divorce, birth of a child, adoption, death, etc.) BEFORE  your visa is issued. Failure to do so will render your visa invalid and will result in the refusal of your admission to Canada as a permanent resident.
Looking forward to your compliance with our requirements at your earliest convenience.
