Hello,
I would appreciate it so much if somebody could help me with my "puzzle": Is it acceptable to settle down in Nova Scotia (or any other province except Quebec) and request PRC there, if I indicated in my application form Toronto, ON, as my destination city???

Yes, you can land anywhere outside Quebec.  You can even move to Quebec a bit later if you want to.
